Creating One Nursing Regulatory Body: Progress Updates

Protection of the Public is the College Mandate

The College’s purpose is to protect the public by promoting the provision of safe, competent, ethical, and compassionate nursing services by LPNs. The mandate is outlined and determined by the LPN Act.

The College has created a new document: Professional Presence: A Guideline for Nurses.
The document provides an overview of professional presence, describes the role of the nurse and outlines how nurses demonstrate professional presence.

The College of Licensed Practical Nurses of Nova Scotia (CLPNNS), or the College, is the regulatory body for licensed practical nurses (LPNs) in Nova Scotia. The College’s purpose is to protect the public by promoting the provision of safe, competent, ethical, and compassionate nursing services.

The Licensed Practical Nurses Act authorizes LPNs to self-regulate and authorized the creation of the College to manage the day-to-day activities of the self-regulation process. LPNs in Nova Scotia have enjoyed the privilege of self-regulation since 2001. The most current LPN Act was passed in 2006 and the LPN Regulations were proclaimed in 2009. Click HERE to view the Guideline: About the College.

The College’s focus and commitment to public protection underpins everything it does. The College is governed by a Board of Directors (often called the ‘Board’) which consists of members of the profession (elected by peers), government-appointed public members and a member from the College of Registered Nurses of Nova Scotia. Public and RN members provide valuable input, transparency, and representation into CLPNNS policy and decision making processes.

The Board’s role is to regulate the profession and oversee the College’s management, action, and, policy development within the framework of the LPN Act. This system of governance is called self-regulation. So, while government establishes the healthcare ‘rules’ through legislation and regulation, the College implements and enforces the ‘rules’ for the profession. Self-regulation is a privilege, not a right, granted by government on behalf of the public.

Self-regulation is commonly used in technically specialized and complex areas, like healthcare, because individual professions have the specific knowledge and expertise necessary to set education, competence, license, and practice requirements and standards.

LPNs are accountable for practicing within professional standards and maintaining and enhancing their professional competence. The College communicates standards of practice and conduct directly with LPNs. Professional standards and guidelines are also available as public documents. Every LPN is professionally responsible to ensure they meet the College’s stated requirements.
